In our class The American Century: US domination in world politics (which is a slightly misleading title, but that does not make the class any less interesting) we discussed the international system in the post-Cold War era.

We mainly looked at the world from an American perspective, but the last month was dedicated to Europe and China among others.

Europe, we saw, had until recently been a successful project. Sure, there were moments of great stress, but those were always solved and the EU continued to move forward with all of its members on board. We shared a similar view on US-China relations. Since the countries détente after the Sino-Soviet split in the early 1970s, they had increasingly started to cooperate and recognize the mutual benefits of rapprochement. Here, too, there were hurdles. American demands to revaluate the Yuan are but one example. However, we all seemed to agree that China was not to be feared and that relations would continue to improve.


Whether we were just being idealistic, misinformed, or actually right, does not really matter. What does matter is that not everyone would agree with our rosy views on the future. Financial Times foreign affairs Chief Gideon Rachman recently published an article on the website of Foreign Policy entitled 
“The End of the Win-Win World”. He could not be more suggestive.
Rachman argues that the win-win world in which we were living for the past few decades – that is, the world we TAS-students still seem to believe in – is being replaced by a zero-sum reality: the international system will move towards conflictive black-and-white politics. This change has been triggered by the economic crisis.


Europe, he argues, is now a project engraved with fear. EU Member States no longer see the benefits of cooperation. Instead, a North-South divide is emerging; Britain refuses to join in Angela Merkels more Europe plans; and at recent elections nationalism has resurfaced in countries that until recently were frontrunners of international cooperation.


At the same time, the US has started shifting its political focus towards the Pacific. Rachman argues that its leaders have come to think that Chinas rise may actually signal Americas downfall; China-bashing has become popular among the Republican candidates for the 2012 elections (fortunately, there is one thing they love more, which is bashing each other). In addition, Obama has increased American military presence in the region.


Though Rachman mainly describes events that we should all be more or less acquainted with, his conclusions are what matter: what if Europe will really split in two, or at best move at two paces, and succumb to nationalist forces? What if symbolic and verbal hostilities between China and the US turn physical? In short, what if these hurdles will not be overcome this time. What if we are indeed facing a 180 degrees turn of the nature of the international system?


Now my suggestion is that next years students of our program will read Gideon Bachmans writings. They can then discuss who makes more sense: idealistic TAS-students or a grumpy Brit. I like to think that they will opt for me and my classmates, and not only because I like being right.
